Followed Lenco troubleshooting guide online. Disconnected wire harness at the actuator. Put a 12 volt battery directly to wires and no movement, no humming. Wire connectors got warm quick.

Problem solved. Power cord had corrosion at the connector. Tried to clean it without success. West Marine had a new cord for $20. Works like it is supposed to now. Thanks for the help guys.
