I would think that if you do not attend....You give up the right the complain about the regs.
This will be our one shot at showing Congress what this Act is really doing to folks like us. If 10 people show up...we are screwed! There needs to be enough to show these yahoos that we can VOTE their happy ass out of office if they do not do something.

should reconsider the date.
February in Wash., D. C. could be cold, snowing, even a blizzard. The worst case scenario would not being able to get to the Capitol.
March is an improvement, but April would be the best month.
Several want to drag their boats up there, which is an excellent idea. We could drive I 95 and I 495 at the posted speed limit during rush hour which would tie up traffic. If my first grand child is not born yet I'll be going. If baby shows up the wife says we will be going to BC Canada. As much as I have written, emailed and will start calling these yahoos it would be great to show up on the steps and tell them off in person. But if momma says I'm going to Canada, I'm going to Canada. Good woman but mean.
Just wondering if anyone else has emailed Senator Hagan and gotten anything other than a form letter back. When I emailed Senator Burr his office gave me a call and at least talked about the contents of the email. I think we need to put Ms. Hagan on the unemployed list instead of the good people who bring us seafood, and fun (imho). Don't get me wrong, I don't care what party there in. If they mess with us they need to find the door, and not let it hit them where the good lord split them. |

We all have foul weather gear so let's do it. The folks coming from MA, Maine, NH and NY are going. A bunch of grundens / helly hansen wearing fishermen should really stand out in the snow
I plan to be there but have to get out of an engagement in Florida first |

There has been much talk amongst the fishermen for years regarding the uniting of recreational and commercial fishermen. Both groups now have a common cause that needs joint suppot. Our President talks about creating jobs, with unemployment at 17%, yet every law and resolution he signs eliminates more jobs. The new administration in Wash., D. C., after many public meetings, has forced recreational and commercial fishermen to join together and take immediate action to save the jobs of the millions who depend on the sea for their livelihood and recreation for many of our citizens.
Basically, just about all bottom fishing will cease on 1/1/2010 for a minimum of 6 months, with extensions if necessary. To intepret the rules, you are almost required to take an attorney fishing with you. They are changing so quickly that you must read the regulations from NOAA before every fishing trip. Fishermen have organized splinter groups on the Atlantic Coast and the Gulf of Mexico to take issue with the new legislation. Recently these groups have joined together to form one national organization called "United We Fish". The name could be changed at the January meeting.
Captain Robert Zales II of Panama City, FL, the Director of CCGF, Cooperative Cooperation of Gulf Fishermen, is one of several leaders of a Fishermen's March on Washington scheduled for 2/24/2010. There will be a meeting the first week of January to plan and organize for this event. Capt. Zales will be furnishing me with information as we go forward that will be posted on www.captainstanman.us.
The RFA, Recreational Fishing Alliance, www.joinrfa.org a national organization of recreational fishermen formed in the mid 90's, issued a Press Release last week pledging their suppprt of the march. The Southern Kingfish Assn. of St. Augustine, Fla. will also support the march. Their January issue of the Angler magazine investigates the controversy and those individuals that are attempting to prevent millions from making a living and enjoying our natural resources.
The group has been requested to change their date to a much warmer month like April for fear of foul weather during February in the D. C. area. The leaders of the event understand that weather may not be the best in February but time is running out for fishermen and consumers. We need action now.
The Gloucester, Mass. based Gloucester Fisherman's Association had rally in November 2009 protesting the new restrictions, over 10,000 came by land and water.
Tarheel fishermen have expressed a desire to tow their boats to the Capitol for the March and to drag them around I 95 and I 495 during the morning rush hour at the published speed limits.
We ask those of you that are members of any fishing related organizations to join us on February 24th; watch for the national website address.

LEAVE YOUR BOAT AT HOME! Remember the Farmer's March on DC with their tractors. All it did was disrupt the honest people trying to get to work. It makes their life miserable and creates hate and discontent across the board - including with your law makers. THERE IS NOTHING TO BE GAINED BY BRINGING YOUR BOAT! There is no where to park. You won't know where to go. You will lose support this way. DC traffic is backed up to Fredericksburg at 5:15 AM and you will hit stop and go up thru 10:00!
Use your head. Think about what you are doing and the consequences. You want to do what will get the best positive results not negative results! |

Bring your GPS, there are a few new highways that recently opened. If you are not familar with the DC traffic you're in for a treat. Be careful, the drivers in DC are worse than those in NY and LA. Stay home at ANY hint of snow in that area. _________________ "Wave Length"

New England Fisheries Managment Council chair requests management review of National Marine Fisheries Service New England Regional Office, Northeast Science Center, and Council.
"Our region's bureaucracy is unable to efficiently meet its expanded obligations."
John Pappalardo, Chairman of the New England Fishery Management Council, has written to Commerce Secretary Gary Locke requesting an independent and comprehensive systems analysis and efficiency review of the Northeast Regional Office of the National Marine Fisheries Service, the Northeast Science Center, and the New England Fishery Management Council, both individually and collectively.
It is anticipated that other organizations and individuals will sign onto the letter in the coming weeks.
In his letter, Mr. Pappalardo writes "the changes outlined in the reauthorized Magnuson Stevens Act have placed additional demands on each of these three entities, and it has become clear that our region’s bureaucracy is unable to efficiently meet its expanded obligations."
He asks the Commerce Secretary for "help in implementing a visionary pilot in New England that is a necessary first step in making these critical improvements."
He cites as one important area to be addressed "the communication and coordination among these institutions." Noting that "the leaders of each entity have repeatedly acknowledged significant challenges with inter-organizational communication, but these challenges appear to be increasing rather than improving.
He also observes that "our bureaucracy is often driven by process and protocol rather than by mission and outcome."
Over the last two decades, great strides have been made in our understanding of the design and realignment of public agency infrastructure to foster innovative, adaptive and effective management. In light of these advances, it is time to evaluate our current system, identify inefficiencies, and implement appropriate solutions.
He asks that the review be conducted by a management consultant, and include:
• Extensive interviews with leadership and staff of each organization as well as a wide range of fishery stakeholders to understand their respective views on the performance of the current system and their suggestions for reforms.
• An objective and thorough evaluation of the internal structure and management practices of each entity.
• A rigorous assessment of the coordination and communication among the three entities and specific suggestions for necessary improvements.
• A detailed and public summary of the findings of this initiative as well as the resulting recommendations.
Noting that Congress recently approved the Fiscal Year 2010 budget including a line item of $191 million dollars for Fisheries Management, he asks that his request be funded using those funds.
The letter was also delivered to Dr. Jane Lubchenco, Margaret Spring, Patricia Kurkul, Dr. Nancy Thompson, and Paul Howard.
