The Obama administration announced Thursday that it would launch a case-by-case review of illegal immigrants slated for deportation, in a move that could grant a reprieve to so-called DREAM Act beneficiaries and thousands of others.

The DREAM Act is a proposal in Congress to give illegal immigrants who came to the U.S. as children a chance at legal status if they complete two years of college or military service. Though the bill has not passed, supporters and critics alike suggested Thursday's announcement could serve to unilaterally carry out its provisions.

A spokeswoman with the Federation for American Immigration Reform described the new policy as "blanket amnesty."

But Homeland Security Secretary Janet Napolitano said in a letter to Senate Democrats that it would "enhance public safety" by focusing deportation efforts on those "who pose a threat."

Thursday's announcement goes beyond the memo by establishing a process to flag and exempt certain illegal immigrants from deportation. A team of attorneys and officials will be tasked with reviewing the more than 300,000 cases in the system.

An ICE memo obtained by FoxNews.com said the effort would not provide "categorical relief for any group," but would try to prevent "low-priority" cases -- like those not involving convicted criminals -- from clogging the system.

She said that with more than 10 million people in the country illegally, the strategy is meant to focus limited resources on those who pose the greatest risk.

House Democratic Leader Nancy Pelosi and Senate Democratic Leader Harry Reid praised the decision.

Reid said Congress should still pass immigration reform legislation.

Napolitano also stressed in her letter that the new process "will not alleviate the need for passage of the DREAM Act or for larger reforms."

But FAIR described the announcement as a complete overhaul of immigration law without approval by Congress.

Barry Don't get me wrong I have absolutely NO USE for the jerk in the white house, But according to www.factcheck.org this is not true.

Q: Did President Obama "enact" the DREAM Act by executive order to give "amnesty" to 20 million illegal immigrants?

A: No. But the administration adopted a policy of giving "particular care" before deporting students, military veterans and others deemed to be low risk, while concentrating on felons, gang members and threats to national security.

The DREAM Act would allow certain illegal immigrants — those who were brought to the United States as children and who are now in college or the military — to gain legal status and qualify for citizenship. Senate Democratic leadership brought the bill up last year, but it failed to get enough votes to allow a floor vote. This year, there was a Senate hearing on a new version of the bill in June, but its future is doubtful.

The e-mail above claims that "the Obama administration has bypassed Congress and We the American People by enacting the DREAM Act via dictatorial Executive Orders" after the bill failed to pass. That's not true. National Archives records show that Obama has not issued any executive orders on immigration. Executive orders can be powerful tools and many carry the "force of law," although the next president can quickly undo them with another EO.

Although Obama didn't issue an executive order, the e-mail is correct that Immigration and Customs Enforcement Director John Morton issued a June 17 memo providing ICE agents and officials with "guidance on the exercise of prosecutorial discretion." The e-mail, however, distorts the purpose and meaning of the policy directive. .............

You are 100% correct. I just got so po'd when I got it I just had to share it. I guess I need to vet information more carefully, and not let emotions get the best of me. He has done a few things with the stroke of a pen that were not approved by congress it made sense that this was just another one.

Barry, I wouldn't sweat it too much! Just the fact that YOU would believe this sorta stuff isn't below him speak's volume's to me. I still have hope's for this Country and believe 100% in It, but WE have to get on another path and quick. Problem is, I don't see a "solid" man on the horizon. Frank
